actually, as a some-time house cleaner, I have to say it depends on the person and where the roll dispenser is situated. Most dispensers that are built into a tile wall are situated rather low to the floor which means if you put it over then most people can still reach and grasp the tail easily and tearing will usually go against the upper part of the dispenser.
However, if a dispenser is higher up, or on a dispenser that doesn't have a compartment for the roll, tearing from an over position easily pulls the roll out rather than tearing whereas under is more likely to actually tear.
The main point is, when you are done tearing, the tail should be in a place to grasp easily. With a low dispenser (most homes have low dispensers) Over is easier. With a high dispenser, under is actually easier.
Me? I don't have my paper on a roll. I have it in a special basket.

I have actually heard a toilet paper exec explain this on the radio. The official answer is.......over.
The evidence for this is that on patterned toilet paper, the pattern is printed in a way that it will only show if the TP is over. If it is under, the pattern will be on the wrong side.
Over, with one exception. It's over so it's easier to get the paper from a standing position. The exception is if you have a toddlers and a cat in a small place. The toddler will have right fun with the toilet paper if it's over, but of course the only reason you would be leaving the toilet door open in the first place would be because you had no other option but to have the cat litter tray in there.
