Which way is the right way to orient the toilet paper roll?

I have actually heard a toilet paper exec explain this on the radio. The official answer is.......over.

The evidence for this is that on patterned toilet paper, the pattern is printed in a way that it will only show if the TP is over. If it is under, the pattern will be on the wrong side.
