Looking at the entries for the past couple of days (I have been away from LJ for a little while), I didn't see any posts with this video, and only one post about the bill.

I'm inclined to think this is a bad idea. How will attacking Google and YouTube solve the (dubious) problem of internet pirating? I don't think it's worth the potential negative consequences.

Thoughts on the video or the issue as a whole?

It's an attack on pirating, it just has some unfortunate (or fortunate, depending on your perspective) side effects.

Yes, because they're attacking piracy, not the Internet. They're just damaging the Internet in the process. It's the same reason why it's not useful to label every act of prejudice as racism when they aren't.
