If you think that mansplaining about "not assault weapons" and "assault weapons" in light of today's events in Las Vegas is going to be helpful in discussing the huge gun violence problem the USA has, you are the problem.

50+ dead, 400+ taken to hospitals.

Save us all the wisdom you need to share about the bullshit you believe.

This is how these guys handle everything - by dragging us out into the weeds of the mansplains rather than actually addressing the issues.

What public policies would tend to limit the occurrence of massacres like what transpired in Las Vegas? Of these, what legal and constitutional constraints are there on enacting them?

Well, what public policies are they? I'm pretty convinced there aren't any, but go ahead, give it a whirl. Let's see something "meaningful." Here are the constraints:

The Second Amendment.
Due process as defined by the Fifth Amendment.

And yet, the evidence from the last 30 years shows exactly the inverse of your proposal. The number of guns in private hands and the lethality of those guns has done nothing but increase. At the same time gun violence and violent crime in general has steadily declined to all time lows.

And yet we find that the people who own the most guns and the most ammunition are also the least likely to be involved in violent crime. Most gun violence is committed by people who own very few or only one gun.

civil liability for gun retailers and manufacturers who sell to people who commit gun violence

There is no way this passes the Supreme Court, assuming the retailers and manufacturers are following existing law. It is monstrously unjust proposal.

excise taxes on guns and/or ammunition, strict licensing/training requirements

Guns and ammo are already taxed. Plenty of places with the most strict licensing requirements are also the most violent. I don't oppose training, but it is another proposal that only affects law abiding people. The Vegas shooted didn't suffer from a lack of training.

mandatory gun insurance regimes

Most accidental gun injuries are already covered by health or homeowner's insurance. How you could insure a weapon that is used in the commission of a crime is beyond me.

buyback programs

From whom? Criminals? Madmen? As if the Vegas shooter would never have dreamed of killing anyone if only the government had offered him money for his gun collection. That would be a huge waste of money.

Some yes, some no. But the reality of the 2nd Amendment is now fairly well understood under Heller.
