It's only one step that needs to be taken, and only partly because of the problem with sexual tension. It will also draw more to the priesthood, many who wouldn't join because they couldn't marry. This will in turn make it easier for the Church to defrock priests since they wouldn't have to worry about a priest shortage anymore.
The zero tolerance policy will both purge their ranks of most of the pedophiles and the marriage policy will allow them to be replaced more easily.
