I see you have trouble with English language skills. I expected nothing else. So if they refuse to pay for a particular type of treatment the person will be disallowed from paying for it themselves? or persuing any private insurance?
Again with the English fail. Amusing because one of the boasts you guys like to come out with (which is often wrong) is how people in socialised systems come to America to pay for treatment out of their own pocket.
So basically you cannot comprehend what directly means, I will give you disallow as it could be taken another way. Put it this way, aside from the fact it will be cheaper and available to all Americans how is this any different to the current system of private health insurance in the US. Which is the most inefficient in the Western World.

The rich can always afford to go somewhere else, the rest of us, not so much. All this reform is suppose to be about the rest of us. From what I've seen so far the vast majority of us in the middle are going to end up worse than we are now.
Hmm, perhaps, saying most was hyperbole. However, from what I have (in health care)compared to what my middle class Canadian friends have, I won't be. Granted I pay a lot more. I have been meaning to do a cost analysis based on taxes, but I'm exceptionally lazy and non-motivated. Besides I guess I'm selfish, and I like my health care, and like approx 87% of Americans I'm satisfied with it, not necessarily completely happy mind you, but satisfied ;)
Basically you guys pay about double per capita for a system that doesn't even cover 100% of the population. Or in short you have the most inefficient system in the western world.
Oh and most common cause of bankruptcy, medical bills.
Yeah I can see why you all like your current system.
Wrong I personally pay way more, but not so much in taxes (you have no idea what my miniscule tax rate) Like I said I'm selfish and my HMO coverage is unbelievably good, but then the cost is unbelievably high.......
