I've always (to the best of my recollection) heard 'exemplary' used in a positive sense, as in 'successes that should be emulated', but it seems it can be used in a negative sense as well.

Granted, you're speaking of meaning #1.

serving as a desirable model; very good.

There's also meaning #2, though.
