It's sort of like the morons that never experienced those horrible diseases that afflicted infants and children forty or fifty years ago, so you get these goofballs now that have "read on the Internet" that pediatric vaccines are more trouble than they're worth, so now there's been an outbreak of Whooping Cough in California. Same deal with the EPA. Because it's been a generation now, there's a sizeable majority of people that don't recall how bad things were (e.g. Cleveland's Cuyahoga River catching fire because it was so polluted).
