That seems like a band aid, when we need reconstructive surgery. In fact, the more I think about it, it's more like a Maginot Line (http://en.wikipedia.org/wiki/Maginot_Line), a failure to recognize that our future will feature less fuel than our past. In fact, I would say it's a failure great enough to warrant an accusation of willful denial.
Simply moving fuel about won't solve anything except regional supply issues, and in the mean time our economy suffers because it cannot shrink gracefully. Getting what fuel's left to the most active consumers is like stashing beer nearby the town drunk so he can sober up.
