Yes, it is persistent. Some businesses have gone under due to shady practices, but most of them get away with it and live to make a dollar another day even if caught.
The fact that anybody doesn't vaccinate their kids is a travesty of scientific and medical understanding. There's nothing to call it but ignorance.
