To be fair, there was no blame involved in that statement, it was just a reflection that those who had never known true hunger would not understand why the poor would make such horrible decisions. I suppose the same point could have been made with just the words well-educated and wealthy but in context of the 1900s it probably was immigrant families who were buying the tainted food.
