My cat isn't particularly interested in the 'tail' part of the roll, just the big soft round bit. So when he pulls the roll down, the toilet-paper stays wound up. And even if he attacks the tail, it's much more likely to simply tear off, and he'll bat around the few sheets of paper he successfully captured.
I am sure there are catproof tp covers, but I'm so lazy, and living in a rental, it's too easy to say "eh, technically we're not allowed", rather than do the internet research, install it, and remember to hide the original fixture somewhere I'll remember until I move out.
