Sure, like being forced to let go of prisoners or raise taxes. But this forcing is different from arbitrarily choosing to place an atrocious dilemma upon people: basically setting up a "moral question" to choose between torture or rape. Like how torture advocates make us "choose" between torture or 10 million dead people. It's just arbitrary.
