Why do "these people" expect the federal government to keep doing this? My guess is that the federal government has some kind of legal obligation not to cut off funding for states based on which party won the vote. The whole idea of the welfare state is that some people contribute more than they receive and that others receive more than they contribute. That's just the way it works.
