Though I'm not sure where to suggest to start reading, the saga of the Los Angeles City Council and their medical marijuana regulation(which was eventually deemed unconstitutional and thrown out) is a veritable saga of yo-yo decision making with literally hundreds of stores opening, some with business licenses and paying sales tax, others being pure bandit operations. Dispensaries that obeyed every regulation spending thousands of dollars in fees only to be told that they would have to re-apply three years later and repeat all the fees they already paid, etc.
