Given that FDR was the actual target of this attempted coup, it is fair to point out that Stalin may have for his own reasons wished to make it a serious thing instead of a Comedy of Errors. We're talking a guy who ensured one of his deposed rivals got an axe pick in the brain in the middle of Mexico City. That Stalin might try to amplify it is not entirely beyond him or his agents.
