Well if you read the Washington post article posted up above it is pretty clear that in the overwhelming majority of cases the people he talked to at the PP clinics reported him to their superiors and that in at least some cases calls were made to the local police.
That said, until such time that there is a criminal investigation and a search warrant presented HIPPA laws actually do prevent them from releasing ANY information on the man so their lack of ability to describe his physical appearance is not surprising.
