And though the senators sat in the chamber for the required quorum, they were not necessarily engaged. Senators tapped away on their BlackBerrys under their desks and sifted through manila folders stuffed with papers.

Seems like there is something to bitch about. Then again if the standard for "deliberation" in the Senate is "half of them actually showed up", I guess it explains a lot of the terrible laws that come out of Congress.

(What we really need are legal cell phone jammers. There's nothing more annoying then Senior Management calling you to a meeting to demo something, then doing it while they spend the entire thing on Blackberries not hearing a single word you say. Way to waste my time.)
