I believe the problem does exist now. Just 4-5 years ago, the army was having trouble with both recruitment and retention due to a very healthy economy and the burden put on the troops as far as deployment goes(18 months in theater vs only 12 stateside).
Those problems were alleviated by a bad economy with worse employment prospects and reduced mission requirements.
Now, the mission requirements are going up again and the economy is supposed to be getting better.
I believe it's the wrong time to add another stress in the mix by repealing DADT.
