years ago, Pavel, an ex-soviet defects to NewYork. He works hard, scrimps and saves until he has the cap[ital; to buy himself a boat for a small business. He advertizes in the Village Voice that he gives tours of NewYorkHabour. Business is good and soon he has two boats taking tourists out to see the city from the water. Seeing that the harbour tour boat business is good, many others open up tour boats along side Pavel. With so much competition, Pavel's business begins hurting. As an ex-Soviet he understands that he should complain to the government, the chamber of commerce and city hall. All complaints fall on deaf ears. What are the government to do? Stop economic freedom? Back in USSR, Pavel's business would have been protected, even without political freedoms.

Economic Freedom is a two way street. Take healthcare as a prime example. In Canada we have political freedom. But we forbidden from purchasing better healthcare then the social system allows. However, everyone has access to healthcare.

As opposed to USA where economic opportunities are limited only by means. A person can purchase as much healthcare, or the very best healthcare, as long as the purchasers can afford it. However, not everyone can afford it.
