what if parents choose not to educate their kids at all, you wouldn't have the state intervene then?

I think we need to be much more mindful of the religious and moral aspects of the situation.

I'm actually sort of inclined to agree with you here, which is why I'm probably inclined to allow parents to remove their kids from the classroom for sex-ed in particular.
