The gang member provision is interesting. The Brenda Paz story (http://www.amazon.com/This-Mara-Salvatrucha-America-ebook/dp/B002EBDPKA/), as told by Samuel Logan, gives us a fascinating view into gang life in the US. Only a few of the members of the most hard core gang are truly violent. As far as getting the rest to bail out of the the gang, that may be easier said than done. Gangs are basically cults that only part with their members after doing them unspeakable violence.

As for the fence, I don't consider it to be a rational nor a natural structure.
