I think most people in here know that throwing resources at a corrupt system is going to bring, at best very limited help to its poor, and also that no one can change a system entirely on a whim or from the outside, however, history has shown that change can absolutely be helped from the outside, in fact, most positive change has gained some fuel from outside ideas and sources.

Foreign aid to needing parts of the world is slowly changing, governments and people are aware of corruption, complex historical, environmental and cultural factors and how they all affect aid resources.
The future is more and more going to look like The Africa Growth Fund and The Asia Pacific Growth Fund on a larger scale, where governments, private investors and multinational groups co operate to create business growth, and like Heifer International on a smaller scale.
Every system has weaknesses, but to say that nothing should or can be done to help people because of a corrupt system is both lazy, ignorant and untrue. (not that you said these things)
