I think that one of the 'imperial alliances' will actually be more likely to become a one world government than the UN. NATO weathered the Cold War (mostly due to the US dedication to outspending the Soviet Union and its allies) and is currently still expanding, even to include countries of the former direct Soviet sphere, who in their majority are not even militarily 'alive', but are instead more precious as launching pads and/or flag pins on the map encircling the 'Bear'.
