When the 8.4 percent was 'agreed to', was consent unanimous? (realistic answers, as to keep the analogy relatively within the bounds of applicability)

Hint: when all 9 choose to vote, they are thereby agreeing to consent to the outcome of the vote, even if their vote is not in favour of the outcome.

They can always remove themselves entirely from the system of government if they really don't like it. At which point, as MO pointed out, their relationships to each other and those who accept the vote reverts to one where power and violence determines outcomes.
