... made it pretty clear that the reason for the policy shift was to promote nuclear non-proliferation. It is supposed to reduce the fear of a nuclear attack by the US which tends to entice nations to pursue a nuclear deterrent. Unfortunately, it is a pretty lame approach since it is obvious to any nation that promises of the US government aren't worth the paper upon which they are written. Also, it is obvious that a belligerent bozo could easily be elected to the presidency again, especially with Rednecki support.
