There're arguments they still exercise such a monopoly (with VoIP being the main contender, such as it is). There was a lawsuit that got dismissed (targeted for a tightening of pleading requirements) that alleged continued conspiracies to keep third parties out of the market, and to not invade the others' markets. Never proven as it got dismissed before discovery, unfortunately.
