Just when I thought Bush wouldn't be able to slip ever deeper into early onset dementia...

If W can pull such stunts 8 years after the end of his presidency, imagine the level of senility Trump could reach at that point.
Want a semi-serious explanation of what 'apen'd? Here's a theory: George W was trying to make a preemptive public demonstration of his mental incompetence, so he never has to stand trial for the war crimes he has committed by invading Iraq, like Lyin' Tony might have to, across the Pond. Which puts me into a dilemma: I'm not sure which is worse: Bush being the utter moron we always knew he was; or Blair actually being pretty smart, but still not being alarmed by Bush's complete lack of intelligence to the point where he followed him like a lapdog.
The more serious theory is that Bush was either just busting for a leak, or he rather took a bet and has now proved beyond doubt that a dunce can't dance. So there.
Still, W did manage to recite some words during his speech, which were quite touching, if not typical for his usual level of insight:
"At times it feels like the forces pulling us apart are stronger than the forces binding us together. Argument turns too easily into animosity. We do not want the unity of grief nor do we want the unity of fear. We want the unity of hope, affection and high purpose."
Good wish, that. If only you could've given a personal example during your tenure...
