It's a parody of the Nobel Prizes, and they're awarded for hilarious, ridiculous, and/or basically useless stuff from the world of science. Some of these researchers and experimentators have taken themselves way too seriously. Most have not. All in all, it's quite funny, and often mind-stimulating.

Anyway, here's a sample of the craziest bits of science that have deservedly earned an Ig Nobel Prize.
