Like Germany in 1914 it also faces a global rival that speaks English and is far more amoral and pragmatically so than it would ever be and with an equal ability to win the PR war even if it can't win the actual shooting war. Encirclement is usually the last cry of the bitter losers of geopolitics who let things moulder for a while, back themselves in a corner, and then can't look at how they got into the fix, let alone try to solve it.
