In standard car talk, the throttle is the device that controls the flow of fuel to the engine. In a hydrogen fuel cell vehicle, the fuel is hydrogen, and the throttle controls the flow of hydrogen to the fuel cell.

In a fuel cell vehicle, the "gas pedal" doesn't control the flow of fuel much at all. All it does is send a signal to computer, which then sends setpoints to a set of dc/dc converters that will satisfy the electricity demand required by the drivetrain. I don't think referring to those dc/dc converters as the "throttle" is proper at all.
