BBC budget is ALL used for propaganda. Except for the wild nature documentaries, of course, which is cheap to make (lions and crocodiles are not paid for acting).
Bulgarian government, except propaganda, have to spend to maintain army, police, courts, national post, railways, weather forecast bureau, public telephones, general health and VD prevention. Etc.

BBC auditorium is half of the 'western' world (est.)
What the Bulgarian government says nobody gives a fuck. Except Bulgarians themselves, of course. Well, half of them (est.)

The efficiency, or ROI of BBC per capita is incomparably higher.
