From where I stand, it seems the documentary is indeed focused on the degradation of the British youth rather than the arena that this resort happens to be in this particular case. It could be any resort, anywhere. The actors are what matters to the investigation. And, while this is the real task of journalism, to put a mirror in front of society, unfortunately I do not expect this to have any sobering (pun unintended) effect for the society this film is attempting to address.

This is only confirmed by what you said about the probable effect of the film. I have no doubt that next year the influx of tourists aiming at cheap booze will be much more, and largely thanks to unintentional advertisements like this.
