You pretend like the successful use of discharge petitions is a matter of rolling the dice. Its rare because a Speaker won't put themselves in such a position, hence the majority of the majority rule, meaning a speaker just can't go against their party because they want to. Well, they can, but they would be embarrassed as all hell because a discharge petition would be used.
