The parks could easily be re-opened. But the democrats are saying no to that. They tried the same tactics with the sequester, furloughing airline employees which lead to long delays at the airports. But members of Congress use the airports, and in fairly short order the airlines were magically running again.
Here, we don't even need magic. We just need some democrats to stop using people as stooge-pawns and vote to reopen the parks, and NIH funding (kids on cancer... well that's not that important to them, as if it ever were).
