In the mean time disabled veterans need their checks, and kids need their cancer treatment, and D.C. needs their trashed picked up. Clinton, in the interest of the American people, was happy to get these things done during the shutdown in 95. Obama isn't. Obama is plenty happy hurting those people to damage the Republicans.
ACA was being hashed out, the concessions made then were worthless.
It certainly didn't get Republicans to vote for it, that's for sure.
