It's a small group of House Republicans doing the crazy (maybe 25-30).

I've heard this, but it doesn't make much sense. As far as I know, Boehner has violated the 'majority of the majority" rule only a few times and each time, I believe, was to allow a vote not stop one. Additionally, 20-30 reps and the speaker can't really hold the entire House hostage in terms of not allowing a vote. A majority of the house only needs to sign a Petition of Discharge to bring that bill to a vote. This doesn't happen very often, mostly because it pisses the leadership off, however, in this case we would need, what, 20 Republicans on board for a majority? You are saying that out of the 200+ Republican members of the house, we can't find 20 that are willing to break with something everyone disagrees with? That doesn't sound plausible. Feel free to bring an explanation for why this wouldn't be the case.

And let's straighten out the facts about "a largely partisan bill,"

Wait, did you just say that a bill that received exactly zero votes from the other party isn't partisan because Democrats tried to compromise and Republicans were butthurt? Thoughtful analysis.
