It's a small group of House Republicans doing the crazy (maybe 25-30). And let's straighten out the facts about "a largely partisan bill," it wasn't any such thing. Republicans and conservative Democrats were heavily involved in the drafting of the bills in both houses of Congress. The bills in one key Senate committee was largely rewritten and catered to Olympia Snowe's input and wishes (R-Maine); never mind all the concessions made during that process. The fact at the end of the day Republicans got butt hurt didn't vote for it, that's on them. The bill passed, was signed, and has been argued and litigated.
