My good neighbour, Republics in the USSR had rights, at least on paper:
Article 81 of the Constitution stated that "the sovereign rights of Union Republics shall be safeguarded by the USSR"
The fact that they had null russian population to speak of, little or no russian culture to defend, yet suffered genocide to the tune of millions against their ethnical peoples, goes to show what the practical implication of being under Russian occupation was.
