I don't know, I would guess so. But it would have some limits. Play On Philly (an El Sistema project) has about 200 children in a single school in the various programs, including a harp orchestra (!!!), choirs, symphony (they're doing Brahms 1st in a lot of the attached video), jazz ensemble, and choirs. All the instruments are provided along with music. The children get over an hour each day with an instructor plus time spent in rehearsals and concerts (they have over 25 per academic year). The remarkable thing, the school is in one of the roughest areas of Philly and only a year and half in, the results are remarkable. Social change though music. I can't gush enough about how good this is.
