It is impossible to say whether or not this truly is the oldest profession. Another profession competes with it for the status of longest duration. It is a criminal profession that has yet to be rendered illegal. There may not be a need for official legislation in order to curb this criminal racket because once people are aware of it, they can no longer fall victim to it.
