Poverty is when you have no food, clothing, shelter and medical treatment. That's why people afraid it in the first place. That's why people want to get out of it. Getting out of poverty usually means working hard to get some food, clothing, etc.
You want to eliminate the "working hard" portion and provide things for free. But that's changes the whole thing - there are no more poor people, they all have shelter, food AND they don't need to do anything at all to get it. And thus your words "getting out of poverty" simply don't apply cause that's not the poverty we defined above.
