Yes, your first paragraph is correct. Yes, it is only a libertarian ideal, for the GOP it's a relative thing, by which I mean that they are speaking relative to the expansive government the Dems promote. And it's an overall measure, so they want government involved in some things and not others, but overall less than the Dems want. Libertarians do actually want the government not involved very much at all in everything.

As a libertarian I don't like it, but as far as current politics go, it's ok for the state to pass it.
