Fraud implies "misrepresentation", whereas most of those are more appropriately described as "breach of contract".

It's a minimal distinction, but it's the one between "corrruption" and "fraud".

The police officer that accepts a bribe hasn't committed "fraud", he let the bribor off their charges. What he *has* done is breached his contract with his employer in that he *didn't do his job*.
