In my utopia breast augmentation surgery will be outlawed (save for procedures done for illness reasons) on two grounds:

1) It's a waste of valuable resources*
2) They look bad

*In my dream utopia, healthcare is not only "free" (well, Universal) it's also mandatory

Body autonomy is a pretty big price to pay for the economic and lifestyle benefits. I'm not rejecting it out of hand, but are you prepared to forcibly treat people who don't want to be treated? What of the "edge cases" where there's some controversy over what does or does not constitute an illness? It wasn't so long ago that homosexuality was in the DSM, after all.

Also, what do you do when people start getting "back alley" boob jobs?

It'll be like pre-Roe-v.-Wade days or prohibition of alcohol/drugs. Making stuff people want illegal has significant unintended consequences.

There was a Gray's Anatomy episode about a guy who got a chest implants (he wanted a manly chest with big muscular breasteseses). He was the joke of the hospital. Was that sexist though? I've heard of some bodybuilders having calf implants (due to poor genetics, they get them BIG MOOERS), BUT I think that disqualifies them from winning a contest.

My right to patient autonomy should be stronger than your sense of aesthetics. Also, what about implants for women who've had mastectomies? Do they have to live with a body they dislike due to the surgery, or can they get implants and live as recipients of your scorn for not "looking right"?

I feel sorry for people who have such an attachment to changing their physical appearance that they would go so far as to have a breast enhancement operation. Is there any health care provision in your youtopia for treating a mental disorder such as vanity?

In the case of Menachem Begin, the "plastic operation" was necessary to fool people into thinking that he had changed his appearance and to give the British a rationale for not finding him.
