We were sending them in a war that like all 20th Century wars saw strategic bombing and like WWI saw use of chemical weapons in a vain attempt to end trench warfare. If we sincerely believed Hussein would not use them....well, maybe that's why nothing Reagan did in foreign policy ever worked, he was dumb, deceptive, and incompetently dangerous.
