The unions aren't the one's who decided to "act as a road-block." They were negotiating and making concessions. It's the Republicans who have announced that they want to make unions meaningless by reducing collective bargaining to the point where it's practically nonexistent.

What the unions are doing is insisting on their right to exist as unions.
