Well, yes, that applies with both Stalin and Mao. Apathy tends to be the more lethal killer than outright malice. In my view it will be a great day for the world when Hitler and Stalin are recognized as evil for exporting colonialism's methods to Europe, not for anything unique in and of themselves. But they're still in living memory.
