That's what the "Highway of Death" was but good luck telling that to the people who objected to it. Similarly people during both the Iraq and Afghanistan wars objected to use of air strikes on civilians which served both tactical and strategic purposes in the same sense that the Combined Bombing Offensive did. The objections to the 2006 War are valid from both the moral and the more cold-blooded sense in that only an idiot levels entire cities in response to mobile rocket attacks where the perpetrators may simply leave and return once the bombers leave.
