Incorrect. The power structures of feudalism were structured around private armies held by wealthy landowners. The modernization of Japan made most explicit the connection between the modern parliamentary state and a large standing army recruited across an entire state's domain. The modern state system has some resemblances to the feudal landlord-private army societies, it is after all descended from them.

What differentiates the two is a modern army draws from all of society, where feudal societies had no such thing as a "state" army, only what the nobles were willing to contribute when they weren't busy trying to kill each other.
